FinTop Consulting's 2026 salary surveys put Dubai Chief Compliance Officer benchmarks at $310,000 to $425,00 a year. The lower end matches the top benchmark for Chief Technology Officers, while Dubai compliance chiefs can out-earn revenue executives at the upper end of their bands. Chief Data Officers are an exception: their range reaches over $490,000.
The surveys cover Dubai, London and Cyprus, where pay is moving at different rates. FinTop estimates average growth of approximately 4% across UAE financial services in 2026, against a 14% rise across Cyprus FX and fintech. In London, compliance specialists can command premiums of 10% to 20% where roles carry extra regulatory accountability.
Dubai and London price compliance responsibility
Dubai's salary ranges put Chief Commercial Officers at $212,400 to $359,400 and Chief Revenue Officers at $196,000 to almost $360,000. Chief Risk Officers can reach $392,000. FinTop says approximately 90% of UAE employers report critical shortages in technology and digital roles, with AI, cybersecurity, blockchain and quantitative trading among the areas attracting higher pay.
Broker licensing adds to the demand for people who understand local controls. XTB upgraded its UAE authorisation to Category 1 and Category 2 licences earlier this year, enabling it to onboard clients locally and execute trades, according to the source report.
Exinity, VT Markets, Eightcap and Taurex have Category 5 licences for activities including marketing and client introductions. The categories bring different operating and compliance obligations; FinTop lists knowledge of VARA, DFSA and ADGM frameworks, as well as AML and KYC, among sought-after skills.
In London, the salary range for Money Laundering Reporting Officers with the FCA's SMF17 approval is $138,800 to $290,800. FinTop estimates ACAMS certification can raise compensation by 10% to 15%. Fintech Heads of Compliance can receive up to approximately $178,400, while global brokerages pay more for equivalent positions. Banking, investment and fintech employers generally offer 20% to 40% more than other industries for comparable compliance work.
Other London roles reflect competition for both revenue and technical skills. Institutional FX Sales Directors have base salary benchmarks of $251,000 to $317,000, before commissions and bonuses; low-latency C++ developers earn about $139,000 to $291,000.
Brokers and liquidity providers compete with proprietary trading firms for developers, though pay structures vary. The FCA opened crypto-business applications on 30 September 2026, ahead of a regime starting on 25 October 2027; applications close on 28 February 2027. The rules cover trading platforms, intermediaries and custodians. The Finance Magnates report also notes that the FCA shut down 21 CFD firms since 2025, while 74 firms had permission to serve UK retail CFD clients as of December 2025.
Cyprus combines pay growth with shortages
Cyprus has a different executive pay balance: Chief Technology Officers earn $78,000 to $145,000, compared with $67,000 to $106,000 for Chief Compliance Officers. A Head of Legal and Compliance can earn up to $103,000. Despite those lower ceilings, FinTop identifies compliance as the island's scarcest specialist function, citing demand for CySEC-registered staff and people able to cover compliance and anti-money laundering responsibilities.
FinTop links the 14% FX and fintech increase to a shortage of qualified workers, digital transformation projects and international firms expanding locally. Across all sectors, Cyprus salaries rose 4.2% year on year, below the 5.4% average growth recorded in last year's all-sector survey. The difference in coverage means those broad figures do not provide a direct comparison with this year's FX and fintech result.
The island remains a significant hiring base for retail trading firms. FinTop puts Cyprus at 22.8% of global online trading vacancies in the first quarter of 2026; research analysing 1,432 vacancies also found it had the largest share. Platform Engineers working with MT5 and cTrader have salary benchmarks from $39,000 to almost $65,000, while senior Golang developers on trading systems can earn $45,000 to over $69,000.
Digital assets add another layer of regulatory work. Capital.com secured a MiCA licence in Cyprus earlier this year, alongside authorised companies including eToro and Revolut.
FinTop estimates Limassol professionals earn approximately 12% more than those in Nicosia; client-facing and regional business development staff can receive 10% to 15% language premiums for Arabic, Spanish, Portuguese and Mandarin. International firms typically pay 20% to 40% more than local employers for comparable jobs.
What an operations team should check
These figures are benchmarks, not individual pay disclosures. FinTop converts amounts into approximate annual USD equivalents, and the comparisons do not adjust for tax, benefits or employment terms.
Bonuses, commissions, relocation support and flexible working can also alter total compensation. Before using the ranges for hiring budgets, operators should check which responsibilities and employer types each benchmark covers, and whether variable pay is included.
For compliance and technology hiring, the practical question is whether a role's remit matches the relevant authorisation and oversight duties. Firms operating across these markets should check which local framework, approval or language requirement applies to each vacancy, and whether coverage for compliance, AML and KYC is assigned clearly. FinTop says a three-day office and two-day remote pattern is common for Cyprus professional and technical roles, while dealing and compliance functions are mainly office-based; in London, 78% of professionals are open to new job opportunities in 2026.
