Rostro Group said on 3 November 2026 that its virtual asset service provider (VASP) registration in the British Virgin Islands had been approved. The group plans spot crypto brokerage and services for moving fiat currency into and out of crypto.

FSC register sets out permissions

The British Virgin Islands Financial Services Commission (FSC) granted the registration under the Virtual Assets Service Providers Act, 2022. Its public register names RXM Capital Ltd, trading as RXMdigital, as an exchange and custody provider, with permission to hold client assets, exchange crypto for fiat and transfer digital assets.

Rostro has focused on FX and CFD trading since acquiring Scope Markets in 2022. The FSC list now contains 29 virtual asset entities; law firm Walkers said it had 14 registrations in July 2025. For operators, the custody designation means the service is authorised to hold clients' digital assets, not just route trades.

Brokers are adding spot crypto

Other retail brokers have added spot trading alongside derivatives through separate regulatory routes. Pepperstone launched a crypto exchange for Australian customers in February, charging a flat 0.1% trading fee. Capital.com used Capital Vault Ltd to secure a Markets in Crypto-Assets (MiCA) licence from the Cyprus Securities and Exchange Commission (CySEC), which approved the company in December 2025. AvaTrade's Ava Trade Markets and four companies owned by Kraken parent Payward also appear on the FSC register. Payward has pursued licences and acquisitions in the US, Dubai and Hong Kong. For 2025, FM Intelligence records crypto exchange purchases of regulated trading firms at values ranging from $200 million to $2.9 billion.

Rostro's preparations began in August 2024, when it appointed Mark Foulger as managing director of digital asset innovation to develop its crypto strategy. Five months later, the group said it intended to use blockchain and AI in its trading operations to bring more of the trade cycle in house. Michael Ayres, group chief executive officer of Rostro Group, said digital assets formed part of the group's next growth phase. Execution is now the focus, with services planned for 2027 and more information due in the coming months, Finance Magnates reported.

Rostro says its brands include Scope Prime, its institutional liquidity business, and provide access to more than 40,000 instruments in over 150 countries. Scope Markets is among the 186 brokers tracked by FM Intelligence's broker volumes tracker.

Where this lands in the stack

The registration adds exchange and custody permissions to a group whose existing business is built around FX and CFDs. The announcement does not describe the custody architecture, fiat providers or how RXMdigital will connect to Rostro's existing client, execution and risk systems. Operators should establish whether those functions will be handled within RXM Capital Ltd or shared with other group infrastructure.

Before launch, the practical checks are how client balances will be reconciled across fiat and crypto, how transfers will be monitored, and what reporting and controls will apply to assets held in custody. Rostro has not set out those details or the operating costs. Its planned 2027 services leave time for counterparties and integration requirements to be clarified.
